I followed all the directions to use an external reference found atFMCOMMS2 - external reference clock but I'm getting a few errors on boot and I can't display a signal in the oscilloscope.

I set the clock to 10MHz and plugged in a 10MHz reference clock. I removed the resistor and placed the capacitor per the instructions.
What could be the issue here?
