Please clarify why the ADV7627 requires HDCP license

I received an inquiry from a customer regarding the ADV7627:

I was told for a different device (DP to HDMI chip) that I do not need an HDCP license to purchase the part even though the part has HDCP keys.

The ADV7627 is a pass through device HDMI in and HDMI out. Are you sure I need a HDCP license for this device?  Please ask ADI to be certain

I know the AV7627 contains the HDCP keys, but I don't have a good answer for the customer.  If I understand it correctly, there is no way to get unencrypted data from the part, is there?  If thats the case, why do you need an HDCP license?
